Kimbo Slice and the UFC

So, Dana White, President of the UFC, says Kimbo Slice can only get into the UFC if he goes through the Ultimate Fighter show. Why? did Brock Lesnar have to go through the show? Lesnar didn't even have an MMA record, and his first fight was with a former champion, Frank Mir.

What's different about Kimbo that he has to go through the show? He has professional fights, just like the guys in Pride and the WEC. Can someone explain this to me?
